How does Norwegian VAT and customs work since Norway is not in the EU?

Norway runs its own VOEC (VAT On E-Commerce) scheme. Stores selling more than NOK 50,000 a year into Norway must register, charge 25% MVA at checkout, and remit quarterly. With VOEC, parcels under NOK 3,000 (about $280) enter through the simplified lane and the customer pays nothing extra at the door. Without VOEC, the NOK 350 de-minimis kicks in and the customer pays MVA plus customs fees on arrival.

What is the NOK 350 de-minimis and why does it matter?

It is the threshold below which Norwegian customs historically waived VAT and fees on imports. The exemption was eliminated for sellers using VOEC in 2020, so any registered store handles VAT at checkout regardless of value. For stores not on VOEC, the NOK 350 (about $33) limit is still the line where customs fees start. The dashboard flags exposure before dispatch.
