TikTok Shop Fulfillment From China in 2026: The Rules, and the Route That Actually Works

TikTok Shop fulfillment from China is governed by one clock: TikTok's US Fulfillment Policy gives you 2 business days to mark an order In Transit, auto-cancels it at 5 business days, and expects delivery inside 6. Nothing about selling from China is banned. The clock is simply the thing that decides whether your route survives.

Most coverage of TikTok Shop skips straight past that clock to talk about viral videos. This post does the opposite: the rules as they stand in August 2026, what they cost you in cash and inventory, and the setup that lets a China-direct seller compete without buying stock before knowing what sells.

The rules as they actually stand in August 2026

Start with the size of the prize, because it explains why everyone is arguing about the rules. TikTok Shop did $15.1 billion in US GMV in 2025, with Southeast Asia roughly doubling to $45.6 billion. This is not a side channel any more.

Now the part that caused six months of chaos. In January 2026, TikTok told US sellers it was ending Seller Shipping, the option that lets you fulfill orders with your own carriers and labels. Existing sellers were to be phased onto TikTok Shop Logistics Services between February 25 and March 31, 2026, and sellers onboarding on or after February 9, 2026 were to be on TikTok-managed logistics from day one. The policy was written to cover both US-based sellers and cross-border sellers outside the United States selling into the US market.

Then it did not happen. On the evening of Tuesday, February 18, 2026, TikTok emailed merchants and pulled the mandate. In its own words, quoted by Digiday: "At this time, Seller Shipping remains unchanged, and previously shared deadlines are not going into effect." Sellers were told to continue operating as usual. Digiday's reporting is clear that TikTok gave no detail on next steps, and that it remains unknown whether a revised version of the policy returns later.

So the honest position in August 2026: Seller Shipping is alive, and the mandate is paused, not cancelled. Build a route that would survive if TikTok reintroduced a version of it.

What has not moved at all is the performance side. TikTok's Fulfillment Policy for the United States, effective 07/29/2026, still sets the same hard SLAs and account-health thresholds. That document, not the shipping mandate, is the one that governs whether you keep selling.

The clock: 2 days to dispatch, 6 to deliver

Here is what the Fulfillment Policy actually requires for a regular order. Business days exclude Saturdays, Sundays and US federal holidays.

Pre-order and made-to-order listings get extended windows built on your declared handling time. Virtual goods get 2 business days to deliver. Those are the exceptions, not the rule.

Missing the clock is not a soft warning. TikTok tracks four metrics against the whole account, and the Fulfillment Policy attaches consequences to each.

Read the OTDR row twice, because it is the single most useful number on this page for a China-direct seller. TikTok's on-time delivery threshold is 80%, not 100%. You are allowed to miss the deliver-by window on one order in five before the platform acts. That headroom is what makes a China-direct lane viable at all, and it is why picking the right SKUs and the right destination countries matters more than chasing a perfect record.

The other number that matters is tracking. TikTok's Customer Order Shipping Requirements flag an order as unusually delayed when there has been no logistics update for more than 2 business days after a tracking ID is attached. A parcel that ships fast but goes dark in transit still hurts you. Live scan events matter as much as the dispatch itself.

What TikTok's preferred model asks of your cash

TikTok is not subtle about which route it prefers. Fulfilled by TikTok (FBT) is the platform's own warehouse network, and it comes with real advantages that deserve credit.

Per TikTok's own FBT documentation, eligible FBT products carry a "Free 3-Day Delivery" tag that improves placement in search and recommendations, and there is a dedicated FBT Free 3-Day Shipping channel under Deals for You. TikTok reports that newly inbounded FBT products saw a 40% or more increase in daily product views and an average 15% or more increase in conversion rate. It also excludes logistics-caused problems, late dispatches, non-buyer-fault returns and the negative reviews attached to them, from your seller performance metrics. That last point is worth more than it sounds: FBT effectively takes the SLA risk off your account.

The FBT rate card has also been moving in sellers' favour. Storage is free for the first 60 days of each inbound shipment. Multi-unit pricing effective January 12, 2026 cut rates by up to 24% in the 0 to 4 lb tiers, and single-unit fulfillment fees dropped again on May 20, 2026, by $0.10 to $5 per unit across the 16 to 50 lb tiers. Exact per-unit fees sit in weight-tier tables inside that rate card, so price your own SKUs against it rather than trusting a round number from a blog.

That is a genuinely good offer. It has exactly one requirement, and it is the expensive one: you have to own the inventory before you know it sells. FBT starts with you creating an inbound shipment and physically sending units, by pallet or small parcel, into a TikTok fulfillment centre. Every SKU you test is a separate purchase order, a separate freight leg, and a separate pile of cash that only converts back if the product works.

For a brand with proven winners, that is a rational trade. For anyone still finding out what a TikTok audience buys, it is the cash-flow trap we have written about before: money leaves months before it comes back, and the failed SKUs never give it back at all.

The route that works: Shopify in the middle

Be clear about the plumbing, because this is where most articles get vague.

Peregrine does not connect to TikTok Shop directly. There is no Peregrine app inside TikTok Seller Center. What connects is Shopify. You run a Shopify store, add TikTok Shop as a sales channel on top of it, and Peregrine sits behind Shopify as your fulfillment layer.

Shopify's own documentation describes the channel plainly: you sync your products to TikTok and sell directly on TikTok, and "Customers can purchase your product on TikTok, and you fulfill your orders from your Shopify admin." On the order side, a TikTok Shop purchase appears on your Shopify Orders page with the TikTok order ID, payment amount, estimated tax and customer details, and you fulfill it there.

Two operational details from those same Shopify docs that will bite you if you miss them:

  1. No inventory in Shopify means no order. Shopify states that if inventory is available, an order is created in your admin, and if inventory is not available, the order is not created. The sale simply never arrives. Peregrine's dropshipping model sources on demand rather than from stock you have pre-bought, so the constraint here is keeping your Shopify inventory numbers set correctly, not owning the units.
  2. Refunds, returns and cancellations happen in TikTok Seller Center, not Shopify. Shopify's docs are explicit about this. Whoever runs your customer service needs a Seller Center login, not just Shopify access.

Behind that, the fulfillment job is narrow and measurable. Get the parcel moving inside TikTok's 2-business-day dispatch window, attach a tracking number that scans, and keep the delivery inside 6 business days often enough to hold OTDR above 80%. Peregrine dispatches sub-24h at 99.8% delivery accuracy, which is not a marketing flourish here, it is the specific thing the clock is measuring. Dispatching in under a day rather than using the full two buys back a whole business day of the six-day delivery window, and on a China-direct lane that day is often the difference between a green OTDR and a yellow one.

Tracking rides on the local carrier the customer already recognises, USPS in the US, Royal Mail, La Poste, DHL or Australia Post elsewhere, which keeps Valid Tracking Rate healthy and keeps the customer from opening a ticket on day four.

Where China-direct wins, and where it does not

This is the part I will not spin, because the wrong SKU on this route will cost you money.

Where it does not fit well. Impulse buys under about $20 where the entire promise is instant gratification. TikTok trained its audience on a 3-day tag, and against that, a 3 to 10 day China-direct lane is a real disadvantage on a cheap novelty item bought at midnight on a whim. If that is your product and it is already proven, FBT is the better answer and I would tell you so on a call.

Where it wins. Considered purchases and higher AOV, where a buyer is comparing options rather than reflex-tapping, and where a clear delivery estimate on the product page is accepted rather than resented. Wide catalogues where you are still finding the winner, because listing a new SKU costs you nothing but the listing. Anything where the margin per order is big enough that fulfillment speed is one input among several rather than the entire proposition. And any brand that wants supplier-direct sourcing at 0% agent markup instead of the 30% to 60% undisclosed markup that is normal in the agent market, because on a considered-purchase AOV that gap is a large number.

The arithmetic to run before you commit: 6 business days is roughly 8 calendar days. Our delivery window is 3 to 10 days. The fast half of that window clears the SLA comfortably and the slow half does not, so your job is to concentrate on lanes and SKUs that land in the fast half, then use the 80% OTDR headroom to absorb the rest. That is a specific, checkable target, and it is why destination country matters as much as product choice.

Duties: the line nobody budgets for

If you are selling into the US, the old $800 duty-free allowance is gone and you need it in your unit economics.

The US suspended duty-free de minimis treatment for all countries by executive order signed on July 30, 2025, effective August 29, 2025, so goods valued at or below $800 became subject to applicable duties, taxes and fees (EY tax alert). In June 2026 the suspension was made indefinite for merchandise arriving through all modes other than the international postal network. Full picture in our Section 321 breakdown.

The practical consequence for TikTok Shop pricing: your landed cost per order now includes duty, whether you ship from Shenzhen or freight a container to a US warehouse first. Nobody escapes it. What changes between routes is when you pay, and how much capital sits idle while you find out whether the product works.

A setup that does not require pre-buying stock

The sequence, in order, with nothing skipped.

  1. Register the TikTok Shop seller account properly. For a corporation or partnership, TikTok's registration guide asks for a valid US ID document, an IRS-issued business document such as a 147C or CP 575, and the matching tax form, 1065 for partnerships or 1120 for C corporations. Every detail has to match your TikTok Shop registration exactly.
  2. Get the Shopify store live first. TikTok Shop sits on top of it. Build the product pages, delivery-estimate copy and policy pages before you add the channel.

  4. Add the TikTok Shop sales channel in Shopify and sync a deliberately narrow product set. Ten to twenty SKUs, chosen for AOV and shipping profile, not two hundred.
  5. Order samples before you list. Samples land in 5 to 10 days. A product you have held is a product you can film, and TikTok Shop is won on content.
  6. Watch four numbers weekly for the first eight weeks: dispatch time against the 2-business-day SLA, VTR, OTDR against the 80% floor, and SFCR. Cut any SKU whose lane consistently misses. Do not average the account and hope.
  7. When a SKU proves itself at volume, revisit the inventory question with real data. That is the point where pre-positioning stock, through FBT or a US 3PL, stops being a bet and starts being arithmetic.

Can you sell on TikTok Shop and fulfill from China?

Yes. TikTok's US rules do not ban shipping from China, they set performance requirements: dispatch within 2 business days, delivery within 6 business days, and an On-Time Delivery Rate at or above 80%.
